BERLIN — Testing the presidential waters on a blustery cold morning, U.S. Sen. Sherrod Brown was more listener than speaker.

About 25 people gathered at White Mountains Community College early Saturday morning to attend a round-table discussion on Brown’s “Dignity of Work” tour. The three-term Democratic senator from Ohio said he expects to decide next month on whether to run for president.
