BERLIN — Legislation is being introduced that would allow the proposed North Country Growers commercial greenhouse project to enter into a payment-in-lieu-of taxes agreement with the city of Berlin.
Richard Rosen, CEO of parent company American Ag Energy, said it would be the same type of PILOT agreement as exists between the city and Burgess BioPower. Legislation allows such agreements with renewable energy projects like the biomass plant and the wind farm. The proposed bill, being sponsored by Berlin Rep. Larry Laflamme, would allow on-site combined heat and power agricultural facilities to also qualify for PILOT agreements. A draft of the bill notes North County Growers is proposing construction of two 10-acre greenhouse with a generation plant that will tap into the natural gas pipeline for fuel. The project will generate an estimated 8.8 megawatts of electrical power primarily to be used by the facility.
