BERLIN – Apologizing for what he admitted was a lack of communications, U.S. Fish and Wildlife Service Regional Chief Scott Kahan promised his agency clearly heard local concerns about the Umbagog National Wildlife Refuge at a roundtable discussion last Thursday.
