BERLIN — In a surprise move, the Androscoggin Valley Regional Refuse Disposal District board voted last Thursday to purchase the space it occupies at 3 Twelfth St. in Berlin.

The district is buying the condominium it has rented for nine years and used as the district office and meeting room.
