BERLIN — With the 2018 property tax rate still undetermined, the city is facing a cash flow crunch. The city council Monday night discussed options to ensure there will be sufficient cash to pay city bills for the next few weeks.

Normally, the city would have already sent out tax bills and would be collecting payments. But with the board of assessors still reviewing a statistical update of residential property assessments, tax bills will not be ready to go out until Christmas week at the earliest. Taxpayers then have 30 days to pay.
