LANCASTER — North Country Healthcare moved too quickly on major changes without following its own rules or adequately involving the communities it serves, a state official said Sept. 29 during a public listening session on the health system’s governance.

“We think North Country got too excited about its change and didn’t follow the rules and didn’t bring the community along with that change,” said Mary Ann Dempsey, director of the New Hampshire Attorney General’s Charitable Trusts Unit.
