Jesse Harvey, the founder of Journey House Sober Living and an outspoken advocate for "safe-injection sites" in Portland. 

A newly launched advocacy group in Portland is attempting to convince city officials to establish the state’s first “safe injection site” for drug users, but the City Council isn't ready to initially discuss the idea until November, or plan research and deliberations around it until 2019. 

According to City Councilor Belinda Ray, chair of the Health and Human Services Committee, considering the new homeless shelter proposal, and  paid sick leave proposal, will take up much of the committees time this year.
