BERLIN — Only two members of the public commented on the city council proposed fiscal 2021 budget at Wednesday virtual public hearing. The hearing drew a small on-line crowd with a large percentage of those department heads, school, of city employees.

Mayor Paul Grenier spent about 30 minutes going through the budget by department, comparing the proposed appropriation with the current one. While stressing that the council plans to review the budget further, Grenier said the proposed budget is $35,873,637. That represents an increase of $1.9 million over the current budget of
