BERLIN — A new $3.50 per ton surcharge will be assessed on each ton of solid waste deposited at the state’s landfills, incinerators, and waste-to-energy facilities, starting Jan. 1. The fee paid by New Hampshire municipalities will be 100 percent refunded quarterly but the fee paid by out-of-state and other customers will go into a solid waste management fund. The fund will be used by the N.H. Department of Environmental Services for facility permitting, compliance assurance, and a grant program to reduce solid waste.

The requirement applies to all the state’s landfills including the Androscoggin Valley Regional Refuse Disposal District’s Mount Carberry landfill.
