GORHAM — Back in early May, many local municipalities, school districts, and the county found themselves facing unanticipated high health insurance rates with two of the state’s three pooled risk management programs announcing plans to exit the market.

A month later, the local entries report they were successful in finding suitable alternative health insurance coverage for their employees and most have managed to save money with the new plans.
