BERLIN — A split vote to pass the city budget Monday showed conflict between city council members who thought a small increase in the budget is needed and those who believed the city should hold the line on spending.

The city council approved the Fiscal Year 2025 budget by a 5-3 vote, with little discussion of what had changed in the $60,467,822 budget except a handout that showed the property tax impact on the budget will be $27.59 per $1,000 property valuation, a 69 cent increase above the current $26.90 rate.
