BERLIN — Department heads outlined the devastating impact of a 6 percent reduction in their fiscal 2020 budget requests to a packed city council chambers Monday night.

With the city’s tax rate the third highest in New Hampshire and state education funding levels uncertain, the council last month directed the city manager to prepare a budget that would allow the city to avoid a tax rate increase.
