BERLIN —After close to a year of negotiations, Northern BioGas has reached a draft agreement with the Androscoggin Valley Regional Refuse Disposal District to build and operate a landfill gas-to-energy plant at the district’s Mount Carberry landfill.

The 20-year draft agreement calls for AVRRDD to receive an initial payment of $10 million. The district will also receive an annual tiered royalty payment based on revenues generated by the gas processing plant that could yield an additional $4.2 to $5.8 million per year for AVRRDD.
