A few weeks ago, a forwarded fiery e-mail appeared in my computer’s in-box. Its six-word title was emblazoned in bold black capital letters and punctuated with five exclamation points. “THIS IS HOW YOU FIX CONGRESS!!!!!” it trumpeted forth.

It certainly caught my attention. Considering the constantly warring factions in the House and Senate, each claiming to represent the American people, but more often representing only their own partisan views, new ideas are always welcome. ...
