LANCASTER— A Pittsburg man reportedly told authorities he exercised his right to stop a felony on the day he shot three people and killed one of them.

“It’s my right as a citizen to stop a Class A felony,” said Kenneth Arsenault to authorities when he was located after allegedly shooting Tanya Rancloes and Jesse Park and killing Justin Flanders on Nov. 3, 2010.
