BERLIN — Last month, the city council celebrated the news that residential property values appear to be increasing in Berlin. The council Monday learned it will need that increased valuation to offset an almost $14 million drop in utility valuations.

City Manager James Wheeler reported utility assessor George Sansoucy had completed his firm’s assessment of all of the utility properties in the city as of April 1. The list included hydro facilities, utility poles and equipment and the natural gas pipeline.
