BERLIN — Talk of an amendment to the city charter as it relates to a tax cap took a micro-step forward at the city council meeting Tuesday night.

City Manager Phillip L. Warren Jr. said he will consult with legal counsel for the city for further information. But the city has not addressed the details of setting up a charter commission and appointing or electing people serve on it.
