BERLIN -- It was a "hellish" winter for Berlin Water Work crews struggling to keep up with a record number of water line freeze-ups through out the city.

There were 260 freeze-ups over the past winter. Fifteen residences had their water freeze twice and there were three or four places where crews went back three times to thaw pipes.
