BERLIN — The city tax rate remains in flux as adjustments are being made while the Burgess BioPower financial settlement wends its way through the complicated process of a corporate bankruptcy.

The biopower plant filed for Chapter 11 voluntary bankruptcy in February, as earlier reported by the Sun. The plant’s officials terminated its purchase power agreement with Eversource, in part a reaction to the state legislature’s failure to overturn Gov. Chris Sununu’s veto of a bill affecting payments from Eversource to Burgess BioPower.
