BERLIN — The city’s annual budget process kicked off Monday night with the presentation of the fiscal 2020 budget by City Manager James Wheeler.

The task ahead for the city council is daunting. The total proposed general operating fund budget is $34.5 million, up $1.7 million or 5.2 percent. The budget also includes a $220,000 cut in state education stabilization aid on the revenue side. As proposed, the budget would result in a $4.86 tax increase.
